No, I most definitely did. I had fire whip before I ever met quelanna, and now I have two copies of the spell since I bought one from her

Pretty underwhelming tbh. The damage is fine, but like a lot of other pyromancies, it makes you far too vulnerable to attack during use.
If I remember right, there is a small chance for this to drop from the bug things in blighttown
