When two-handing a weapon, which can produce non-whole numbers (2-hand with 31 str gives you an effective str of 46.5), does the game round up or down?

Would anyone have information on how item discovery works on the back end? At 410 I'm thinking it either increases item drop by a flat 4.1% or multiplies an item's normal drop rate by 1.410. Excuse me if this is not a stat, perhaps its some sort of parameter.
